Carer’s Assessments
Fair Access to Care Services (FACS) was implemented through Local Authority Circular (2002)13, which is abbreviated to LAC (2002)13. FACS describes assessments of need for a qualifying disabled person. The carer’s assessment, which is a right under the Carers (Recognition of Rights) Act 1995, has to take place before the local authority makes a decision about whether the needs of a disabled person call for the provision of services.
Make sure that you have a carer’s assessment at the time your son or daughter has one and it is at this time that you should raise the issue of respite from caring.
