Old SystemHow it WorksAn assessment, usually known as a community care assessment, is carried out on the disabled person, which should capture all of the areas where ability does not exist or is limited in some way. Both the type of disability and the degree of it should be captured. The outcome is called "Presenting Needs" The next step is to compare the outcome of the assessment with the Fair Access to Care Services criteria, which will determine which items in the total need qualify for funding - these are called "Eligible Needs".
